Research to develop a blueprint for a holistic secure reporting pilot in London
The Greater London Authority (GLA) is working to deliver on the Mayor’s commitment to protect Londoners from exploitation, which is understood as a continuum of experiences that culminates in modern slavery and trafficking at its sharpest end. As part of this work, the GLA has commissioned research to develop an evidence-based London response to access to protection for survivors of modern slavery, and consequently develop and trial new ways of working, with the aim to ensure that all victims and survivors can report crimes and access support as victims and survivors first.
This research is being delivered by Focus on Labour Exploitation (FLEX), a policy and research charity, alongside project partners Human Trafficking Foundation, Southeast and East Asian Women’s Association and members of the Labour Exploitation Advisory Group (LEAG). The goal is for the blueprint for a secure reporting framework for the London level to be designed to be effective, practical and tailored to the real world contexts and needs of both victims and statutory bodies. What is secure reporting?
Secure reporting is when procedures and pathways are in place to ensure that victims of crime are able to come forward to statutory bodies knowing that they won’t face repercussions as a result of their migration status. In this sense, secure reporting should be there to support statutory organisations delivering in their primary safeguarding work.
Why are we collecting this information?
This survey is designed to better understand how data on immigration status is currently collected, recorded and/or shared, under what circumstances, and for what purpose. This survey aims to map the different types of stakeholders, their geographical coverage and remit, how they connect, and the type of role they currently play in collecting and sharing data, and what this might mean for the development of a secure reporting framework for migrant victims.
How can I contribute?
As part of the research, we are interested in hearing from anyone involved in providing frontline support and services for victims of all crimes and of all immigration statuses in London. Please note, that participation is voluntary and there is no ‘right’ or ‘wrong’ answer, but our goal is to learn from your experiences.
The survey will take approximately 10 minutes to complete.

How will my responses be used and stored?
Your responses will only be used for research purposes or to contact you in line with the permissions you provide at the end of the survey. Data will be reported in aggregate, and you will not be identifiable in any report or outputs.
All information collected will be stored securely by FLEX for the duration of the research project. Personal data is kept and destroyed in line with FLEX’s Privacy Policy.
